I think this is what's called a bifurcation fallacy - "Either the culture of a religious community doea all the harm, or the religion does, but not both".
A culture where truth is whatever the priest says it is this week is obviously a problem. A culture where the priest uses his power to shame loan sharking isn't ideal, but it's better than one where he preaches war.
